    A: In the ICD-9 world a modifier is not linked to diagnosis, but usually linked to the (CPT® code  (Current Procedural Terminology).  For example modifier 59 is used to identify procedures/services that are commonly bundled together but are appropriate to report separately under some circumstances. A health care provider may need to use modifier 59 to indicate that a procedure or service was distinct or independent from other services performed on the same day. Modifier 51 to indicate that multiple procedures (other than E/M) were performed at the same session by the same provider. Modifier 25 (significant, separately identifiable evaluation and management E/M service by the same physician on the same day of the procedure or other service. Sometime a modifiers will describe a body part such as:

    • T1: Left Foot, Second Digit
    • T2: Left Foot, Third Digit
    • T3: Left Foot, Fourth Digit
    However the ICD-10 world we can have a diagnoses that is pointing to the body part such as:M70.031 or M70.32
